Summary
"Religion" itself was a challenge to Japan's foreign relations from the late nineteenth century. Christianity could not be ignored, and Japan's Shinto traditions were used for national mobilization and the expansion of empire. Japan's re-emergence as a transformed nation-state after its defeat in World War II involves a domestic settlement which is based on freedom of religions and tolerance, with a largely "secular" stance in public life. Internationallly, it promotes a cooperative foreign policy based on a commitment to peaceful settlement of disputes and substantial contributions of foreign assistance. The explicit basis for these policies is humanistic rather than religious. In an era of globalization, can Japan (and other countries) maintain positive engagement with the world without a more "public religious diplomacy"?
